Colorado Bureau of Investigation Announces Arrest of Montrose School Counselor

September 30, 2026 - CBI - MONTROSE, Colo. — The Colorado Bureau of Investigation (CBI) has arrested Konnie Kelly Fries, 40, of Montrose, following an investigation into allegations involving the illegal distribution of controlled substances to a minor.

Fries was taken into custody on an arrest warrant issued by the 7th Judicial District. The criminal charges stem from an investigation initiated in January 2026. The investigation revealed that Fries allegedly supplied controlled substances to a 17-year-old female. At the time of the alleged offenses, Fries was employed as a counselor at Vista Charter School and a contract co-responder with two law enforcement agencies. 

Vista Charter School immediately placed Fries on administrative leave when it learned of the investigation and fully cooperated with law enforcement. Fries did not return to work or have any further contact with students and shortly thereafter was separated from employment with the school.

Upon learning of the investigation, the Montrose Police Department immediately restricted Fries' access, terminated her involvement in the co-responder program, and has fully cooperated with CBI's investigation.

Fries faces the following charges:

  • Controlled Substance – Distribution to a Minor (Drug Felony/Class 1)
  • Controlled Substance – Special Offender – Child Agent (Drug Felony/Class 1)
  • Contributing to the Delinquency of a Minor (Misdemeanor/Class 1)
  • Unauthorized Practice of Medicine (Misdemeanor/Class 2)
  • Child Abuse – Failure to Report Suspected (Misdemeanor/Class 2)

All suspects are presumed innocent until proven guilty in a court of law.
